National Home Prices Hit a 2.5-Year High in December

U.S. home prices surged higher in December, just months after hitting a high last seen at the height of the housing bubble a decade ago.

The S&P/Case-Shiller 20-city index rose 5.6% in the three-month period ending in December compared to a year ago, up from a 5.2% annual gain in November.

The broader national index rose 5.8% for the year in the December period, the strongest gain in 30 months. Economists had forecast a 5.4% increase in the 20-city index, which attracts more attention than the national measure.
In December, the hottest markets were again in the West. Seattle prices rose 10.8% compared to a year ago, Portland prices were up 10.0%, and Denver saw increases of 8.9%. Twelve cities had bigger annual price gains in December than November.

Prince George’s County preps for a hotel boom

After years of being dominated by motels along U.S. Route 1, the Maryland county has seen a shift of late. The most obvious example is the MGM National Harbor, which opened late last year as the county's first new full-service hotel in a long time.

But the growth isn’t limited to buzzy National Harbor. All over the county — from Riverdale Park to Largo and Bowie to Hyattsville — new hotels are cropping up.

Six new or redeveloped hotels have opened in the past year, and six more are under construction, including the Hotel at the University of Maryland, which is adding another full-service hospitality option to the county.

Approximately 24 others are either proposed or approved and pending start of construction, according to a tally by the county’s conference and visitors bureau. In all, the county's tourism agency has tallied more than 4,200 new hotel rooms that are planned or proposed coming to Prince George's County in the next decade. That represents a near 40 percent increase from the area's existing hotel stock, which includes 78 properties and 10,854 rooms.

Some of those might be more in the "pipe dream” phase right now — hotels are included in plans for both the Konterra Business Park in Laurel and the theoretical FBI complex at Greenbelt Metro station, though both projects have been moving very slowly and no flags or estimated groundbreakings have been announced. But many of the hotel projects are expected to move forward.

The county itself encouraged some of this development, using its Economic Development Incentive Fund to help bolster a few projects. The fund gave a $1.4 million loan for a $27 million Courtyard by Marriott that’s now under construction in Melford, and $1.2 million loan and a $300,000 conditional grant to the developer of a Homewood Suites that’s about to break ground in Largo.

There’s also a new hotel going on a county-owned piece of property, a 2.6-acre parcel across from the College Park Metro station. Republic Properties recently won a bid to build a 125-room hotel that is slated to have a Marriott flag.

NUT had called for information to be released on funding and grammar schools before election to inform public debateSchools will be left in limbo over their future funding until a new government takes office, it has emerged.Rules surrounding local and general elections mean that the government will not be able to publish its response to its consultation on introducing a new national funding formula this side of the general election.NUT general secretary Kevin Courtney had today called for ministers to publish summaries of the responses to the consultation ahead of the election to inform the debate.Both issues are likely to figure in the campaign ahead of the ballot on June 8.However, rules governing the ‘purdah’ period limit the work of civil servants during local and general election campaigns.A Department for Education spokesperson said: “Local election purdah began on 13 April and the well-established restrictions on government business during that period mean that we are unable to publish responses to any consultations that could affect those elections. Subsequent to that national election purdah will be in place.”They said the funding consultation, as well as the consultation on creating new grammar schools, both fell into this category.

Regional disparities could hamper efforts to turn around struggling schools

NFER researchers question whether some regional schools commissioners have the capacity to help schoolsDisparities between the number of under-performing schools in different parts of the country could hamper efforts to support them in some regions, a new report has warned.An analysis by the National Foundation for Educational Research (NFER), published today, found that 21.2 per cent of schools in the East Midlands and the Humber were under-performing, compared to 16.1 per cent in the North of England.The authors said this highlighted the different challenges faced by the eight regional school commissioners (RSCs), who are responsible for taking action when schools are not good enough.Number of under-performing schools variesThey said: "These disparities in workload could affect the RSCs' ability to tackle under-performance as effectively as is needed.”The report added: "There are differences between RSC regions in the number of schools with serious under-performance issues."Lancashire and West Yorkshire has the most with 109 such schools, which is more than double the lowest RSC region, South East England and south London, which has only 50."The study found that, overall, the number of schools with low Ofsted ratings, or who are falling below the floor standard, has dropped since RSCs first took up office in 2014, although it is unclear if this is due to the introduction of these commissioners or other factors.Schools were considered under-performing if they were judged by Ofsted to be inadequate or requiring improvement, if they fell below the government's floor standard, or if they met the government's definition of a "coasting" school.The report also found stark differences in the capacity of multi-academy trusts to expand and take on the most seriously struggling schools.

University and school initial teacher training providers unimpressed by shock government move to allow 25 per cent more trainee teachers to be recruited for SeptemberUniversities and schools say plans to increase the number of trainee teachers they are able to recruit this summer may have come too late to tempt more quality newcomers into the profession.The National College for Teaching and Leadership has told certain teacher training providers that they may recruit up to 25 per cent more students to start courses in September 2017.But the reaction from teacher trainers to this week's surprise announcement has been mixed.'They might have spent their budget'“To give 25 per cent to everybody now is quite bizarre," Jo Palmer-Tweed, the executive director at Essex and Thames Primary Scitt, a school-centered initial teacher training organisation in Southend, said.“A lot of people have made plans on the numbers they had, they have done their staffing, timetabling and a lot of people I know have stopped recruiting because they are full. They might have spent their recruitment budget.“To be told, when you have got just ten weeks of recruiting left, that you can have another 25 per cent is really unhelpful.”And others agree that the move is too late.Rachel Lofthouse, who heads Newcastle University's teacher training courses, said the university's school of education had decided not to take up the offer and increase its teacher trainee numbers by 25 per cent.“With so much in flux over the last few years there are questions over staffing of programmes and the capacity for increasing the numbers of school placements in many regions," she said."Late changes to planning like this do not result in sustainable and stable provision. As such, this feels rather too little, too late to resolve the issues."

Phonics leads to easier, more accurate, reading

Linking symbols to sounds helped adults learn to read unfamiliar scriptsLearning to read through phonics leads to more accurate reading aloud and comprehension than focusing on whole words, new research reveals.Researchers from Royal Holloway, University of London, tested the effectiveness of phonics by training adults to read in a new language, printed in unfamiliar symbols, and then measured their learning with reading tests and brain scans.They found that people who are taught the meanings of whole words did not have any better reading comprehension skills than those who are primarily taught using phonics, and that those taught using phonics were better at reading aloud.'Brains had to work harder'They also found that the brains of adults who had learnt to decipher the symbols by a whole-words method had to work harder when they read, compared to the brains of people using phonics.Professor Kathy Rastle, head of the psychology department at Royal Holloway, said: "The results were striking; people who had focused on the meanings of the new words were much less accurate in reading aloud and comprehension than those who had used phonics, and our MRI scans revealed that their brains had to work harder to decipher what they were reading”.There has been a major push to introduce phonics into English schools. Phonics is part of the National Curriculum and a phonics check is taken by pupils at the end of Year 1.The check involves pupils reading aloud 40 words, including 20 non-words, to their teacher.In 2016, 81 per cent of pupils reached the expected standard of 32 correct words in the phonics check, up from 77 per cent in 2015.But there has been concern that the focus on phonics may not help all children - particularly older readers who are struggling and children with special educational needs.
