School funding dominates first PMQs since election called

Theresa May defends school funding as general election countdown beginsTheresa May has defended school funding levels in the first Prime Minister's Questions since she called a snap general election.Labour leader Jeremy Corbyn this afternoon used two of his questions in the House of Commons to attack the government on school funding.He said: "Schools funding being cut for the first time in a generation. The prime minster is cutting £3 billion a year from school budgets by 2020."The National Audit Office has said schools will have to make £3 billion of savings by 2019-20.He told MPs: "Our children's schools are starved of the resources they need to educate our children in the future", and raised the number of parents receiving letters from schools begging for money for books.Ms May replied: "There are record levels of funding going into our schools."She added that Labour was offering "one size fits all, local authority-run schools, no choice, good or bad, trust your luck. We don't trust to luck, and we won't trust the Labour Party. We will provide a good school place for every child."The prime minister said she would look at the financial problems faced by small rural schools.Conservative Maria Caulfield told her that, in Lewes, many small rural schools would suffer funding cuts under the proposed national funding formula.The prime minister: “I recognise that small rural schools, particularly, have particular issues and I am very happy to look at those concerns to ensure that we get the finding formula right and we can spread the money as fairly as possible.”

25 low-cost ways to spend pupil premium and maximise impact as austerity bites

Adopting some of these high-impact, low-cost strategies will maintain the momentum of school improvement during the funding squeeze and make a big difference where it matters most, writes one leading educationistNearly a third of schools are using pupil premium to plug the holes in their budget this year, according to the Sutton Trust annual survey of teachers, published on 12 April.In 32 per cent of primary schools and 27 per cent of secondary schools the reduction in the school’s funding is being mitigated by spending some of the pupil premium on items that would previously have been paid for through the main budget.This is bad news for the disadvantaged pupils in those schools, who are not benefitting from the additional spending. It is bad news for schools, too.Taking a gamblePupil premium is not subject to detailed government prescription, as occurs in so many other areas of school life. Schools get the additional funding and are held to account for the impact they make on the progress and attainment of disadvantaged pupils.This intelligent form of accountability gives school leaders and governing bodies a large amount of autonomy in the way the money is spent.So bad news story number one is that schools are playing a very risky game in allocating pupil premium money to areas that will not affect how well their disadvantaged children do. Impact may well be reduced and accountability will tell the story very publicly.

Schools to be left in funding limbo until new government formed

NUT had called for information to be released on funding and grammar schools before election to inform public debateSchools will be left in limbo over their future funding until a new government takes office, it has emerged.Rules surrounding local and general elections mean that the government will not be able to publish its response to its consultation on introducing a new national funding formula this side of the general election.NUT general secretary Kevin Courtney had today called for ministers to publish summaries of the responses to the consultation ahead of the election to inform the debate.Both issues are likely to figure in the campaign ahead of the ballot on June 8.However, rules governing the ‘purdah’ period limit the work of civil servants during local and general election campaigns.A Department for Education spokesperson said: “Local election purdah began on 13 April and the well-established restrictions on government business during that period mean that we are unable to publish responses to any consultations that could affect those elections. Subsequent to that national election purdah will be in place.”They said the funding consultation, as well as the consultation on creating new grammar schools, both fell into this category.

Teachers' union threatens strike over school budget cuts

Strike action over funding cuts in England's schools has been backed by the National Union of Teachers.The union's annual conference voted to use an existing ballot over funding to stage a one-day school strike in their challenge over budget shortages.Teachers say that spending cuts are leading to job losses, timetable cuts and courses being cancelled.But the Department for Education says that spending on schools is at the "highest level on record".But this claim has been rejected by teachers, who point to a real-terms 8% cut as a result of unfunded extra costs, as well as changes from a new funding formula.Jo Yurky, founder of the parents' campaign group, Fair Funding For All Schools, claimed that budget shortages had left schools worrying about money for heating - to the extent that in one school pupils had to wear their coats and hats in the classroom.

Schools 'depending on parents' direct debits'

Almost one in five parents in the UK is being asked to set up payments to their children's schools, as head teachers warn of budget shortages, says a survey from a teachers' union.
The NASUWT survey claims some parents are asked for £400 or more per year.
Schools in England have been warning of cash shortages and the union says schools are now depending on parents.
But the Department for Education says "no parent is required to make a contribution".
Teachers' unions are holding their conferences over the Easter bank holiday weekend, with funding one of the biggest issues.
Direct debits
The National Union of Teachers, meeting in Cardiff, will hear warnings on Saturday about the impact of cash shortages.
The survey from the NASUWT survey, holding its annual conference in Manchester, claims that schools are increasingly relying on money from parents.
Based on almost 4,000 responses, the survey says 18% of parents have been asked to sign up for direct debits or standing orders for their children's school, typically of about £50 per year.
But more than one in 20 parents with children in state schools were paying £400 or above.
A further 13% of parents had been asked to make donations in cash or cheques.
