ASTI teachers to resist UK-style academy schools

Secondary teachers have pledged to resist any moves which could lead to the creation of UK-style academy schools.At its annual convention on Thursday, members of the Association of Secondary Teachers, Ireland (ASTI) heard claims that the policy focus of the Department of Education was on “ideological-driven autonomy” for schools, which has had negative consequences in other countries.Academy schools, or free schools, in the UK are publicly-funded and have more freedom over their finances, the curriculum and teachers’ pay and conditions.Susie Hall, a teacher with the Dublin northeast branch, questioned why Irish policymakers had to “slavishly” follow bad policy choices made in the UK.One of the greatest strengths of the system in Ireland was the fact that children from all parts of the State had a right to the same standard of education by qualified teachers, she said.“Free schools in Britain can employ people who are not teachers at all. I hope that doesn’t extend to the health service, or else we are all done for,” she said.Séamus Keane, a teacher based in Fingal, said there was overwhelming evidence to show this type of approach was failing and formed part of a broader agenda to divest the department of responsibility for schools.

A Town Struggles to Ease Student Stress

Small rocks from the beaches of eastern Massachusetts began appearing at Lexington High School last fall. They were painted in pastels and inscribed with pithy advice: Be happy.… Mistakes are O.K.… Don’t worry, it will be over soon. They had appeared almost by magic, boosting spirits and spreading calm at a public high school known for its sleep-deprived student body.Crying jags over test scores are common here. Students say getting B’s can be deeply dispiriting, dashing college dreams and profoundly disappointing parents.The rocks, it turns out, were the work of a small group of students worried about rising anxiety and depression among their peers. They had transformed a storage area into a relaxation center with comfy chairs, an orange/peach lava lamp and a coffee table brimming with donated art supplies and lots and lots of rocks — to be painted and given to favorite teachers and friends. They called it the Rock Room.“At first it was just us,” said Gili Grunfeld, a senior who helped with the effort. “Then everyone was coming in.”

Whittier Law School Says It Will Shut Down

Trustees of the Whittier Law School said on Wednesday that it would close down, making it the first fully accredited law school in the country to shut at a time when many law schools are struggling amid steep declines in enrollment and tuition income.The trustees of the school, in Costa Mesa, Calif., said in a statement that they had voted not to enroll new first-year students in the fall but were “committed to ensuring that students currently enrolled will have an opportunity to complete their degree in a timely fashion.” The trustees did not set a date for when the school would close.Marc Stevens, a spokesman for the school, which is affiliated with Whittier College, said that officials were exploring ways to allow nearly 400 current students to complete their education but had not yet arrived at a solution.Whittier is the first law school fully accredited by the American Bar Association to announce plans to close. Indiana Tech Law School, in Fort Wayne, which had only provisional accreditation from the bar association, has announced that it will close in June.Other law schools grappling with financial problems have chosen different ways to try to survive. Two law schools in St. Paul, Hamline and William Mitchell, merged in 2015. Charlotte Law School in North Carolina, which the A.B.A. placed on probation in November, has suspended the admission of new students. Thomas M. Cooley Law School, in Lansing, Mich., closed its Ann Arbor campus after enrollment dropped.At Whittier Law School, which opened in 1966 and was accredited in 1978, minority students, many of whom come from California, made up about two-thirds of the student body. Last July, only 22 percent of the school’s graduates passed the California bar exam, according to state data. The employment rate for long-term jobs requiring a legal degree was 29.7 percent among Whittier graduates, according to Law School Transparency, a nonprofit that compiles data on the 205 law schools in the United States.

Theresa May defends school funding as general election countdown beginsTheresa May has defended school funding levels in the first Prime Minister's Questions since she called a snap general election.Labour leader Jeremy Corbyn this afternoon used two of his questions in the House of Commons to attack the government on school funding.He said: "Schools funding being cut for the first time in a generation. The prime minster is cutting £3 billion a year from school budgets by 2020."The National Audit Office has said schools will have to make £3 billion of savings by 2019-20.He told MPs: "Our children's schools are starved of the resources they need to educate our children in the future", and raised the number of parents receiving letters from schools begging for money for books.Ms May replied: "There are record levels of funding going into our schools."She added that Labour was offering "one size fits all, local authority-run schools, no choice, good or bad, trust your luck. We don't trust to luck, and we won't trust the Labour Party. We will provide a good school place for every child."The prime minister said she would look at the financial problems faced by small rural schools.Conservative Maria Caulfield told her that, in Lewes, many small rural schools would suffer funding cuts under the proposed national funding formula.The prime minister: “I recognise that small rural schools, particularly, have particular issues and I am very happy to look at those concerns to ensure that we get the finding formula right and we can spread the money as fairly as possible.”

Adopting some of these high-impact, low-cost strategies will maintain the momentum of school improvement during the funding squeeze and make a big difference where it matters most, writes one leading educationistNearly a third of schools are using pupil premium to plug the holes in their budget this year, according to the Sutton Trust annual survey of teachers, published on 12 April.In 32 per cent of primary schools and 27 per cent of secondary schools the reduction in the school’s funding is being mitigated by spending some of the pupil premium on items that would previously have been paid for through the main budget.This is bad news for the disadvantaged pupils in those schools, who are not benefitting from the additional spending. It is bad news for schools, too.Taking a gamblePupil premium is not subject to detailed government prescription, as occurs in so many other areas of school life. Schools get the additional funding and are held to account for the impact they make on the progress and attainment of disadvantaged pupils.This intelligent form of accountability gives school leaders and governing bodies a large amount of autonomy in the way the money is spent.So bad news story number one is that schools are playing a very risky game in allocating pupil premium money to areas that will not affect how well their disadvantaged children do. Impact may well be reduced and accountability will tell the story very publicly.

Schools to be left in funding limbo until new government formed

NUT had called for information to be released on funding and grammar schools before election to inform public debateSchools will be left in limbo over their future funding until a new government takes office, it has emerged.Rules surrounding local and general elections mean that the government will not be able to publish its response to its consultation on introducing a new national funding formula this side of the general election.NUT general secretary Kevin Courtney had today called for ministers to publish summaries of the responses to the consultation ahead of the election to inform the debate.Both issues are likely to figure in the campaign ahead of the ballot on June 8.However, rules governing the ‘purdah’ period limit the work of civil servants during local and general election campaigns.A Department for Education spokesperson said: “Local election purdah began on 13 April and the well-established restrictions on government business during that period mean that we are unable to publish responses to any consultations that could affect those elections. Subsequent to that national election purdah will be in place.”They said the funding consultation, as well as the consultation on creating new grammar schools, both fell into this category.

If RE is compulsory in school, surely politics should be too

Is the absence on the curriculum of politics because the public are easier to manipulate if they are ignorant of the inner workings of Westminster, asks the government's former mental health championBefore the 2015 election, I attended an event organised by VInspired, a campaign group set up to engaged young people with politics. Two graffiti artists had been hired to engage in an ‘art battle’.A volunteer circled the crowd of 18-25 year-olds with a microphone, encouraging them to shout out policies which would encourage them to vote. The street artists were then tasked with drawing whatever they heard, the idea being that they were creating a composite image depicting the assembled young people’s vision of a better society.The ideas the artists were tasked with illustrating included more funding for the NHS, cheaper public transport, reduced student fees and better mental health education in schools.Not voting only works alongside anarchyThe irony was that pretty much every person I spoke to at that event was convinced that none of the existing parties were offering them what they wanted, despite what they had listed being (predominantly Labour and Liberal Democrat) actual campaign pledges.It struck me that this was symbolic of a generation perceived to be politically apathetic but who, as anyone who works with them will tell you, are in fact incredibly passionate about social change.Of course, there are those who would maintain that the way to bring about a better Britain is to abstain from voting altogether (Russell Brand I’m looking at you), but the problem is that not voting really only works within the context of more widespread anarchy.Until there is a box on your ballot paper which says "I have made the effort to come here and my vote is up for grabs, but none of you f***rs are worth it", a non-vote is an exercise in silencing and disempowering yourself.

Regional disparities could hamper efforts to turn around struggling schools

NFER researchers question whether some regional schools commissioners have the capacity to help schoolsDisparities between the number of under-performing schools in different parts of the country could hamper efforts to support them in some regions, a new report has warned.An analysis by the National Foundation for Educational Research (NFER), published today, found that 21.2 per cent of schools in the East Midlands and the Humber were under-performing, compared to 16.1 per cent in the North of England.The authors said this highlighted the different challenges faced by the eight regional school commissioners (RSCs), who are responsible for taking action when schools are not good enough.Number of under-performing schools variesThey said: "These disparities in workload could affect the RSCs' ability to tackle under-performance as effectively as is needed.”The report added: "There are differences between RSC regions in the number of schools with serious under-performance issues."Lancashire and West Yorkshire has the most with 109 such schools, which is more than double the lowest RSC region, South East England and south London, which has only 50."The study found that, overall, the number of schools with low Ofsted ratings, or who are falling below the floor standard, has dropped since RSCs first took up office in 2014, although it is unclear if this is due to the introduction of these commissioners or other factors.Schools were considered under-performing if they were judged by Ofsted to be inadequate or requiring improvement, if they fell below the government's floor standard, or if they met the government's definition of a "coasting" school.The report also found stark differences in the capacity of multi-academy trusts to expand and take on the most seriously struggling schools.

How to make mixed ability work

Teaching mixed ability classes can be challenging, but one primary teacher suggests that allowing children to take control of their own learning could be the answerBack when I was a dewy-eyed NQT, children were routinely labelled as being lower, middle or higher ability from as early as five years old.They were slotted into aptly-named groups, such as circles, squares, triangles, pentagons and hexagons. “The more sides and corners, the more brains,” an older teacher explained to me.Needless to say, at every parents’ evening there were a string of middle-class parents wanting to know why their child was not a hexagon. Heaven forbid they were a circle: the group usually populated by children from underprivileged backgrounds, or with special educational needs.It was also regular practice in many schools to assign the circles, or equivalent group, to work with the (usually unqualified) teaching assistant, while the other groups had the undivided attention of the teacher. What’s more, it was rare for these children to move groups, or have the opportunity to do the same tasks as other groups.If the odds in life were already set against poor kids, schools certainly didn’t help to address the issue here.

Pupils had to keep their coats and hats on at a school facing a cash squeeze as the head tried to save money on heating, the National Union of Teachers' conference was told.Jo Yurky, founder of Fair Funding For All Schools, said pupils had gone without text books and teachers battled on without photocopiers.She warned of the scale of funding cuts in some of England schools.The government says school funding has been protected.The mother and former parliamentary ombudsman, speaking at the union's annual conference in Cardiff, described how schools were "asking parents for regular payments to plug the funding shortfall - schools with £100,000, £200,000, £300,000 deficits begging parents for help".'Clubs closed'"One school near me raised over £80,000 from its parent community - but it isn't enough," said Ms Yurky, who set up the parents' group to campaign over school funding."In one secondary school near me, the children were taught for the first two weeks of January with their coats and hats on because they've had to become a bit more careful about when they'll turn the heating on - to save money.
